What does 'minor cosmetic wear' mean in a report?
Lots of auction listings mention 'minor cosmetic wear' or 'light scuffs.' I have no idea how seriously to take that. Is that normal for a used car, or should I be worried about what they're not showing me?

For a used car, minor cosmetic wear is completely normal - light scratches, small scuffs, minor seat wear. What matters is that the report is specific about where the wear is, because you can then verify it against the car after delivery. Vague language with no specifics is the thing to be cautious about.
Look for consistency between the photos and the report text. If the report says 'light wear' but the photos show obvious damage, that's a mismatch worth avoiding.
